The History Of "Meal Service" In Nagoya
名古屋における日雇い・野宿労働者（以下、労働者と略）への支援活動は、1975年に始まり今日（1994年10月）まで19年間続けられて来ました。当初その活動は、労働者の凍死餓死者を一人も出さないようにと「炊き出し」や、名古屋市の対労働者福祉行政を改善させて行くことが中心でありました。しかし、労働者たちの「飯より仕事をくれ」という声に労働者が人間らしく生きられるためには、「炊き出し」を労働者が可哀想で困った人たちだから恩恵的に上から与えるというのではなく、また、労働者の方も「炊き出し」支援の「世話」に頼り甘えるのではなく、両者が互いに自立し偏見や差別から解放され、共に立ち上がって「野宿をしなくてもすむ社会・炊き出しを必要としない世界」を作るための【出会いの場】として「炊き出し」を位置付けました。
「炊き出し」へのカトリックの参加は、1976年おにぎりを作る場として教区センターを提供するようになってからであります。その後1979年５月福信館が教区によって建設され、炊き出しをカトリック側が主に引き受けるようになり、メニューはおにぎりと味噌汁から雑炊にかわりました。1991年３月、栄での野宿者労働者の増加に伴い、同所での炊き出しを開始しました。また、炊き出し連絡協議会（1984年結成。カトリック、日本キリスト教団、名古屋炊き出しの会、聖公会）にルーテル教会が新たに加わり、月一回の炊き出しを担当するようになりました。
94年４月からは、予てより懸念であった地下鉄構内での炊き出しを西柳公園での実施に移しました。それは、前者が通路であり、通行人の差別的視線にさらされる等、食事というにはあまりにもふさわしくない場所であり、後者は次善の所ということでありました。
The activities supporting homeless day-laborers (henceforth called workers in this passage) started in Nagoya in 1975 and has been continuing for 19 years up to now, October, 1994.
This activity centered, at first, on serving meals and urging Nagoya city to improve the social welfare administration towards workers so that none may die of hunger and cold.
However, hearing the workers themselves say "give us jobs rather than meals", we have come to realize that we should not, on the one hand, just be serving meals as an act of charity or as a 'top-down' service because we look on the workers as poor and needy people, while, on the other hand, the workers should not become dependant on this service. We, therefore, have come to see this activity as a 'meeting-ground' where both sides, freed from prejudice and discrimination, can stand up together to realize a society where no one needs to live on the street and where there is no need for such meal services.
The Catholic church in Nagoya joined the meal service activity in 1976 by offering a parish building as a kitchen to make rice balls. In May, 1979, when the Nagoya diocese built the two-storied 'Fukushinkan', the Catholic church mainly took charge of this activity and the menu was changed from rice balls and miso soup to hot porridge of rice and vegetables. In 1991, with the increase in number of workers in downtown Sakae, the meal service was started there as well. The Lutheran church joined the Meal Service Network Association which was formed in 1984 by the Catholic church, The Unitd Church of Christ in Japan, Nagoya Meal Service Association and the Episcopal church,and started to take charge of the meal service once a month.
In April 1994, we moved from the underground passage to Nishiyanagi Park because the former location, being a passage, was not a suitable place to eat in as workers had to put up with discriminatory stares of the passer-bys.
